Write a function to validate a string of brackets.
Implement is_valid_brackets(s) to return True when every opening bracket has the correct closing bracket in the correct order. Support (), [], and {}. Return False for mismatches, incorrect nesting, or unmatched brackets. The input contains only bracket characters, and an empty string is valid.
Signature: def is_valid_brackets(s):
Example: "{[()]}" returns True; "([)]" returns False.
