Write a SQL query to find the top three departments by patient admission volume over the last quarter.

Use the provided department and admission data. Treat the last quarter as the complete calendar quarter immediately before the current quarter.

Output

One row per selected department.
Columns: department_name and admission_volume.
Include exactly three departments, ordered by admission volume descending, with department_id ascending as the tie-breaker.
