SQL Top 10 Frequent Values

Write a SQL query to retrieve the top 10 most frequently occurring values in a dataset.

Use the provided dataset_values table. Exclude NULL values from the frequency results. If values have equal frequencies, sort them alphabetically.

Output

1. Up to 10 rows, one per distinct non-null dataset value
2. Columns: dataset_value and occurrence_count
3. Order by occurrence count descending, then dataset value ascending
