Toll-booth log parser: find and fix the bug where the timestamp is not parsed as a number (missing float), then implement count_journeys() returning the number of complete ENTRY->MAINROAD*->EXIT journeys, and catch_speeders() returning license plates that drove >=130 km/h in any 10km segment or >=120 km/h in any two segments (once per journey). Asked in the Karat - OOD/debugging (30 min) stage. Existing LogEntry/LogFile classes.
For grading, implement analyze_logs(log_entries), returning { "journeys": int, "speeders": list[str] }. Each entry is a dictionary with plate, timestamp, event, and distance_km; timestamps may be numeric strings. Sort records by plate and numeric timestamp. Each consecutive 10 km transition after ENTRY defines one segment, including the final transition to EXIT.
