String Permutation Check | Dataford Interview Questions

SDG&E may compare outage alert text generated by different systems. Write a function that determines whether one string is a permutation of another, meaning both strings contain exactly the same characters with the same frequencies.

The comparison is case-sensitive, and spaces, punctuation, and digits are treated as ordinary characters. The order of characters does not matter.

Formal Specification

Implement are_permutations(s1, s2).

Input: Two strings, s1 and s2.
Output: Return True if s2 is a permutation of s1; otherwise, return False.
Both strings contain standard ASCII characters.

Constraints

0 <= len(s1), len(s2) <= 100,000
The strings contain only standard ASCII characters
Matching is case-sensitive
Whitespace and punctuation are treated as characters
