Write a SQL query to find the second-highest tenant payment from a payments table.

Return the second-highest distinct payment amount. Ignore NULL payment amounts, and return no row if fewer than two distinct non-NULL payment amounts exist.

Output

Return one row with the column second_highest_payment.
Return the distinct second-highest payment amount.
