Problem

Implement a function to retry a failing API call with exponential backoff.

Use the signature def retry_api_call(outcomes, max_retries, base_delay):. For grading, outcomes is a Boolean sequence representing successive API attempts, where True succeeds and False fails. Return a dictionary containing whether the call succeeded, the number of attempts, and the delays used before retries. The first retry delay is base_delay, and each later delay doubles. Do not add a delay after the final allowed attempt.

Constraints

  • 0 <= max_retries <= 10^4
  • 0 < len(outcomes) <= max_retries + 1
  • Each element of outcomes is a Boolean
  • base_delay >= 0
