Bloom Energy fuel cell monitoring data may contain repeated telemetry records. Implement a function that removes duplicates based on each record's record_id, keeping the first occurrence and preserving the order of the input list.

Formal Specification

Given records, a list of dictionaries, return a new list of dictionaries. Each dictionary contains a hashable record_id field and may contain additional telemetry fields. Two records are duplicates if their record_id values are equal. Do not modify the input list or its record dictionaries.

Constraints

0 <= len(records) <= 10^5
Every record contains a record_id field
Each record_id is hashable
Duplicate detection uses only record_id
