Problem

Interpret this set of operational performance data and identify the primary trend.

Write a PostgreSQL query using the supplied operational performance records. Calculate the monthly completion rate and compare each month with the preceding month. Exclude records without a completed-case value or a positive target.

Output

  1. One row per reporting month.
  2. Columns: reporting_month, completion_rate, previous_completion_rate, and trend.
  3. Show rates as percentages rounded to two decimal places.
  4. Order chronologically by reporting_month; label the first month as baseline, followed by improving, declining, or stable.
