Problem

Project Background

Nimbus Health, a mid-market healthcare SaaS company, has asked your consulting team to improve cloud cost governance across its AWS and Azure environments. The client spends $1.9M annually on cloud infrastructure, but finance reports monthly variance of 18-22% versus forecast, and engineering leaders do not trust current cost allocation. You are the program manager leading an 8-person cross-functional team with 12 weeks to deliver a measurable FinOps maturity improvement before the client's annual planning cycle.

Key Stakeholders

The CFO wants predictable spend and a defensible FY budget. The VP of Engineering wants to avoid slowing product delivery and is skeptical of aggressive cost-cutting that could affect reliability. The Head of Platform wants better visibility into idle resources, rightsizing, and reservation coverage. The Security lead requires that any tooling changes preserve audit controls for HIPAA workloads.

Constraints

The approved budget is $180K, including any external tooling or implementation support. The team includes 1 PM, 3 cloud engineers, 1 FinOps analyst, 1 data analyst, 1 security architect, and 1 engineering manager; no additional headcount is available. You must use native tools already licensed or included in the client's footprint: AWS Trusted Advisor, AWS Cost Explorer, Azure Cost Management, and existing BI dashboards. The client expects an executive readout in Week 6 and production rollout by the end of Week 12.

Complications

  1. Only 54% of cloud resources are tagged consistently enough for chargeback reporting.
  2. Two product teams are launching customer-facing features in Weeks 7-10 and will resist changes that create deployment risk.
  3. AWS and Azure billing data definitions are inconsistent, causing disputes between finance and engineering.

Your Task

  1. Create a 12-week execution plan to improve the client's FinOps maturity using AWS Trusted Advisor and Azure Cost Management.
  2. Define the roadmap, ownership model, and trade-offs between quick savings and sustainable governance.
  3. Propose how you will align finance, engineering, and security on success criteria and rollout sequencing.
  4. Identify key risks, mitigation steps, and decision points for executive escalation.
  5. Define measurable outcomes for cost visibility, optimization, and adoption by the end of the engagement.
