Problem

How would you make a dropdown list in Excel?

Return the valid option labels that should populate the dropdown, then describe how the resulting list would be connected to Excel Data Validation.

Output

  1. One row per valid dropdown option with columns option_label and display_order
  2. Include active, non-null, non-empty options only
  3. Order by display_order ascending, then option_label ascending
