Write a Python script to parse a CSV file containing voltage readings and identify any values that fall outside a specified tolerance. Implement parse_voltage_csv(csv_text, lower, upper), where csv_text contains a header with timestamp,voltage. Return a list of dictionaries containing the 1-based CSV line number and parsed voltage for every reading below lower or above upper. Bounds are inclusive. Assume the header and every data row are valid, and rows are not blank.
