Create a binary tree from a given linked list.
The linked list stores level-order values, including None markers for missing nodes. Implement create_binary_tree(head) and return the root; the evaluator serializes the result in level order.
Example: [1, 2, 3, None, 4] produces [1, 2, 3, None, 4]. An empty list produces None.
Input tests encode the linked list as an array; the harness converts it to linked nodes.
