How would you write a query to compare carrier acceptance rates across regions and time periods?

Treat an offer with status accepted or rejected as a decided offer. Exclude offers with a missing status or region. Use calendar months as the time period.

Output

One row per region and month, with region_name, period_month, total_offers, accepted_offers, acceptance_rate, and region_rank.
Acceptance rate is the accepted-offer percentage, and rank is within each month, with ties sharing a rank.
Sort by month, acceptance rate descending, then region name.
