Check the Second Bit | Dataford Interview Questions

A Siemens Healthineers imaging component stores status values as integers. Write a function that determines whether the second bit is set to 1.

For this problem, bit positions are counted from the least significant bit, starting at position 0. Therefore, the second bit means bit position 1, which has the mask 0b10 or decimal 2.

Return True when bit position 1 is set, and False otherwise. Use bitwise operations rather than converting the integer to a string or examining individual decimal digits.

Formal Specification

Implement is_second_bit_set(value), where value is a non-negative integer. The function returns a Boolean.

Constraints

0 <= value < 2^31
Bit positions are zero-indexed from the least significant bit
The result must be a Boolean
