DoubleVerify may compare two time windows used for advertising measurement. Given two closed integer ranges A = [a, b] and C = [c, d], determine whether they overlap. If the ranges share an endpoint, count that as an overlap.
Implement ranges_overlap to return True when at least one value belongs to both ranges, and False otherwise. The ranges are already ordered, so a <= b and c <= d.
