Check if the given matrix is Hankel or not.

Implement is_hankel(matrix), where matrix is a non-empty rectangular list of lists of integers. Return True if every anti-diagonal, identified by a constant row + column index, contains equal values; otherwise return False.

The matrix may be square or rectangular. A matrix with one row or one column is Hankel by definition.

Constraints

1 <= len(matrix) <= 1000
1 <= len(matrix[0]) <= 1000
The matrix is rectangular
-10^9 <= matrix[row][col] <= 10^9
