Check Balanced Parentheses

Problem

Given a string, check for balanced parenthesis.

Implement is_balanced(s) for a string containing only ( and ). Return True when every opening parenthesis is closed in the correct order, and return False otherwise. An empty string is balanced.

Constraints

0 <= len(s) <= 10^5
s contains only '(' and ')'
Return a boolean value
