Build a CSV Parser

Build a CSV parser. Asked in the coding stage. Given by OP as an example of the practical coding challenges on their previous attempt.

Implement a function that parses a CSV-formatted string into a list of rows, where each row is a list of fields.

Function signature

def parse_csv(text):

Rules

1. Fields are separated by commas.
2. Rows are separated by newline characters .
3. A field may be wrapped in double quotes.
4. Inside quoted fields, commas and newlines are part of the field value.
5. Inside quoted fields, two consecutive double quotes "" represent one literal double quote.

Return the parsed rows as a list of lists of strings.
