Average Outage Duration Function

MediumPython

Problem

Given a dataset of power outage events, write a Python function to calculate the average duration of outages per region, handling missing or malformed timestamps at PG&E.

Use the signature def average_outage_duration(events):. Each event is a dictionary with region, start_time, and end_time strings. Parse ISO 8601 timestamps, skip events with missing or malformed timestamps, and ignore events whose end precedes their start. Return a dictionary mapping each region with at least one valid event to its average duration in minutes, rounded to two decimal places.

Constraints

  • 0 <= len(events) <= 10^5
  • Each event is a dictionary containing region, start_time, and end_time keys, though values may be missing or malformed
  • Timestamps use ISO 8601 format when valid
  • Durations are returned in minutes and rounded to two decimal places
  • Events with negative durations do not contribute to any average

Function Signature
