Write a function to analyze click-through rates from a given dataset.

Implement analyze_ctr(dataset), where dataset is a list of dictionaries. Each dictionary contains non-negative integer clicks and impressions values. Return the overall click-through rate as a floating-point ratio: total clicks divided by total impressions. Return 0.0 when total impressions is zero.

Constraints

0 <= len(dataset) <= 10^5
Each record contains integer fields clicks and impressions
0 <= clicks <= impressions
0 <= impressions <= 10^9
