Add User With Active Task Quota

EasyPython

Problem

Add a user with a quota for active tasks.

Implement add_user(users, user_id, quota). Return False for an existing user or a negative quota; otherwise add the user and return True. The input dictionary uses string user IDs, matching JSON object keys. New users start with zero active tasks.

Input/output: users is mutated in place. Store each new user as { "quota": quota, "active_tasks": 0 } and return a boolean.

Constraints

  • users is a dictionary whose keys are string representations of user IDs.
  • user_id is an integer.
  • quota is an integer.
  • A quota of zero is valid.
  • The function must not overwrite an existing user.
